Below is a list of Fellowships that do not explicitly require US citizenship. Some may be open to applicants from any country, others are open to international students from selected countries, and some require applicants to be either US Permanent Residents or be in the process of seeking to remain in the US. See the eligibility requirements of each program. Fellowships staff are happy to assist you in applying to any of these opportunities.

Ford Foundation Dissertation Fellowship

Leland International Hunger Fellows (Tentative Deadline)
Deadline: 12/31/2025 (Tentative)Leland Fellows develop new skills while actively working to alleviate hunger and poverty in Asia, Africa, and Latin America. During the first year, fellows work directly to build food security in the field. In the second year, fellows apply their field experience to the design of sound development policy at the organizational, national, and international level.
Urban Fellows Program (Tentative Deadline)
Deadline: 01/13/2026 (Tentative)The Urban Fellows Program is a nine-month fellowship in New York City that combines work in Mayoral offices and City agencies with volunteer service opportunities and a seminar series that explores current urban issues impacting public policy.
Coro Fellowship (Tentative Deadline)
Deadline: 01/13/2026 (Tentative)The Coro Fellows Program develops emerging leaders by providing hands-on experience for recent college graduates working with urban institutions in one of five US cities (Los Angeles, New York, Pittsburgh, San Francisco, or St. Louis).
Department of Energy Computational Science Graduate Fellowship
Deadline: 01/16/2026 (Tentative)Funds students pursuing doctoral degrees in fields that use high-performance computing to solve complex science and engineering problems.
Emerson National Hunger Fellows
Deadline: 01/17/2026 (Tentative)The Bill Emerson National Hunger Fellows Program participants gain field experience fighting hunger and poverty through placements in community based organizations across the country, and policy experience through placements in Washington, DC.
Queen Elizabeth Scholarship
Deadline: 01/29/2026 (Tentative)Funds one Penn PhD student to spend a year as a non-degree visiting student at the University of Oxford (Penn nomination required)
Josephine de Karman Fellowship

Foreign Language and Area Studies (FLAS) Fellowship in Middle Eastern Languages (Tentative Deadline)
Deadline: 02/01/2026 (Tentative)The Foreign Language & Area Studies (FLAS) Fellowship offers academic year and summer fellowships to undergraduate and graduate students with training in specific languages and related areas or international studies, and who are U.S. citizens or permanent residents of the United States.
