Below is a list of Fellowships that do not explicitly require US citizenship. Some may be open to applicants from any country, others are open to international students from selected countries, and some require applicants to be either US Permanent Residents or be in the process of seeking to remain in the US. See the eligibility requirements of each program. Fellowships staff are happy to assist you in applying to any of these opportunities.

Deadline: 01/31/2025Provides support for the final year of a PhD for students enrolled at a university in California
President's Innovation Prize
Deadline: 02/02/2025Provides a graduating Penn senior, or group of graduating seniors, $100,000 to envision and implement an innovative commercial venture that makes a positive difference in the world.
President's Engagement Prizes
Deadline: 02/02/2025 (Tentative)Provides a graduating Penn senior, or group of graduating seniors, $100,000 to develop and implement a promising local, national, or global engagement project during the year after graduation.
Humanity in Action Fellowship (Tentative Deadline)
Deadline: 02/04/2025 (Tentative)Fellows first participate in an intensive three-week summer educational program providing a country and context-specific curriculum (currently: Bosnia and Herzegovina, Germany, the Netherlands, or Poland) that examines historical and contemporary challenges to human rights, pluralism and equality. Then, they embark on developing Action Projects in their own communities.
Udall Scholarship
Deadline: 02/07/2025$7,000 scholarships to college sophomores and juniors engaged in leadership, public service, and commitment to EITHER 1) conservation and environmental science, policy, or activism OR 2) Native American or Alaska Native students pursuing health-related careers or policy issues in Indian country
Foreign Language and Area Studies (FLAS) Fellowship in South Asian Languages
Deadline: 02/07/2025The South Asian Foreign Language & Area Studies (FLAS) Fellowship offers academic year and summer fellowships to undergraduate and graduate students with training in specific languages and related areas or international studies, and who are U.S. citizens or permanent residents of the United States.

AIF Banyan Impact Fellowship (formerly AIF Clinton Fellowship for Service in India)
Deadline: 02/20/2025 (Tentative)The Fellowship pairs a select number of highly skilled young professionals with leading NGOs and social enterprises in India in order to accelerate impact and create effective projects that are replicable, scalable, and sustainable. Through ten months of service and fieldwork, Fellows gain knowledge of development on the ground in the fields of education, livelihoods, public health, and social enterprise, honing and harnessing their growing skills as change agents capable of effecting lasting change.
Sobti Family Fellowship
Deadline: 04/03/2025The Sobti Family Fellowship will provide up to two Penn doctoral students with $12,500 each to develop independent research interests broadly related to CASI’s agenda. The Fellowship award will include an unrestricted $10,000* grant with the addition of up to $2,500 in reimbursed domestic travel expenses, conference attendance fees, and research materials.
Rhodes Scholarship
Deadline: 08/01/2025 (Tentative)Funds two or more years of graduate study in nearly any academic discipline at the University of Oxford for leaders and advocates with a demonstrated commitment to helping the less fortunate and becoming leaders in their field (Penn nomination required)
