Below is a list of Fellowships that do not explicitly require US citizenship. Some may be open to applicants from any country, others are open to international students from selected countries, and some require applicants to be either US Permanent Residents or be in the process of seeking to remain in the US. See the eligibility requirements of each program. Fellowships staff are happy to assist you in applying to any of these opportunities.

Schwarzman Scholarship
Deadline: 05/20/2024 (Tentative)Provides a fully-funded one-year Master's degree in Global Affairs at Schwarzman College at Tsinghua University in Beijing designed to prepare future leaders for success in a world where China plays a key global role. Chinese language proficiency is NOT required
Rhodes Scholarship
Deadline: 08/01/2024 (Tentative)Funds two or more years of graduate study in nearly any academic discipline at the University of Oxford for leaders and advocates with a demonstrated commitment to helping the less fortunate and becoming leaders in their field (Penn nomination required)
Leland International Hunger Fellows
Deadline: 09/13/2024 (Tentative)Leland Fellows develop new skills while actively working to alleviate hunger and poverty in Asia, Africa, and Latin America. During the first year, fellows work directly to build food security in the field. In the second year, fellows apply their field experience to the design of sound development policy at the organizational, national, and international level.
Scoville Peace Fellowship

National Science Foundation Graduate Research Fellowship Program
Deadline: 10/16/2024 (Tentative)Provides support for three years of a full-time PhD or research-based master’s degree at US universities in science, mathematics, engineering, and a few other quantitative research fields supported by the NSF
Luce Scholars (Tentative Deadline)
Deadline: 10/16/2024 (Tentative)In spite of its name, the Luce Scholars Program is experiential rather than academic in nature. At the heart of the enterprise are the internships that are arranged for each Scholar on the basis of their specific professional interests, background, qualifications, and experience. Luce is open to US citizens and permanent residents, and placements can be made in the following countries: Cambodia, China, Hong Kong, India, Indonesia, Japan, Laos, Malaysia, Mongolia, Myanmar, Nepal, Philippines, Singapore, South Korea, Taiwan, Thailand, and Vietnam.
